In exercise of the powers conferred upon me by Article 78, numeral 1 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Articles 74, numeral 16 and 106 ejusdem, pursuant to Articles 3, numeral 5, 74 and 80 of the Decree with Rank, Value, and Force of the Law of Marinas and Related Activities, and as provided in Article 17 of the Organic Law of Administrative Procedures.
WHEREAS
On March 10, 1986, the International Convention on Maritime Search and Rescue, 1979, entered into force in the Bolivarian Republic of Venezuela, for the purpose of guaranteeing the preservation of human life at sea in the event of maritime incidents that place it at risk.
WHEREAS
It is the obligation of the Parties to the International Convention on Maritime Search and Rescue, 1979, to adopt the legislative or other appropriate measures required to give full effectiveness to its provisions, as well as its annexes, including those necessary for the creation of adequate search and rescue services for persons in distress and the provision of search and rescue (SAR) services along their coasts.
DECIDES
Article 1. The Registry of Auxiliary Organizations is hereby created, comprised of natural and legal persons participating as volunteers in aquatic search and rescue operations, which shall be under the responsibility of the Aquatic Authority.
Article 2. Natural and legal persons participating as volunteers in aquatic search and rescue operations shall act as support entities and must be duly authorized by the Aquatic Authority.
Article 3. National and foreign natural persons who wish to be part of the Registry of Auxiliary Organizations must comply with the following requirements:

| 3 | Indicate the surface assets available for search and rescue operations. |
| 4 | Indicate the type of technological facilities available for coordination in search and rescue operations. |
| 5 | Copy of the Navigation License or Navigation Patent, as applicable according to tonnage, for the vessel to be used, if applicable. |
| 6 | Copy of the certificates required for the vessel as established by law. |
| 7 | Copy of the vessel’s Captain/Skipper certification. |
Article 4. Legal entities and organizations wishing to become part of the “Registry of Auxiliary Organizations” must comply with the following requirements:

| 2 | The document of the articles of incorporation or the company’s bylaws. |
| 3 | Tax Information Registry (RIF). |
| 4 | Registration with the Ministry of Popular Power for Interior Relations, Justice, and Peace. |
| 5 | Copy of the Identity Card of the President or legal representative of the company or firm. |
| 6 | Copy of the notarized power of attorney for the authorized representative, if applicable. |
| 7 | Indicate the surface assets available for search and rescue operations. |
| 8 | Indicate the type of technological facilities available for the coordination of search and rescue operations. |
| 9 | Copy of the Navigation License or Navigation Patent, as applicable according to its tonnage, for the vessel or vessels to be used, if applicable. |
| 10 | Copy of the other certificates required for the vessel as established by law. |
| 11 | Copy of the certification of the person acting as the vessel’s Captain/Skipper. |
Article 5. National and foreign natural persons wishing to become part of the Registry of Auxiliary Organizations who possess professional knowledge and/or skills in various areas—such as seafarers, medical personnel, divers, lifeguards, rescuers, active reserve, among others related to the provisions of this Administrative Ruling—must comply with the following requirements:

| 1 | Application letter addressed to the President of the National Institute of Aquatic Spaces, indicating the area in which they wish to participate in aquatic search and rescue operations. |
| 2 | Copy of the Identity Card. |
| 3 | Copy of titles, certifications, and other documents demonstrating competencies and knowledge in the area in which the individual expresses interest in participating as a volunteer. |
Article 6. The application for enrollment in the “Registry of Auxiliary Organizations” will be available via a link on the National Institute of Aquatic Spaces web portal, where applicants must register online and upload the supporting documents referred to in this instrument, as applicable, for the purposes of evaluation and authorization.
Article 7. The General Directorate of the Merchant Marine, through the Maritime Safety Department, shall ensure strict compliance with the provisions of this Administrative Ruling.
