Decree No. 4,415, whereby a Strategic Zone of National Development called “Territory for the Development of the Atlantic Front” is created in order to provide adequate protection and safeguard the rights of the Bolivarian Republic of Venezuela in the spaces under its sovereignty and jurisdiction in said Strategic Zone.
