In exercise of the power conferred by article 78 numerals 1 and 14 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, pursuant to the provisions of articles 73 numerals 1, 2, and 18; 74 numerals 2, 3, 4, 5, 6, and 29 eiusdem, in accordance with articles 251, 252, and 274 of the Decree with Rank, Value, and Force of the Law of Marinas and Connected Activities, as provided for in article 1 of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, and its Regulations I/9 and III/6, and in agreement with the provisions of article 17 of the Organic Law of Administrative Procedures.
WHEREAS
The National Institute of Aquatic Spaces exercises the Aquatic Authority and Administration in accordance with the powers legally assigned to it, including assisting in and supervising the education and training of merchant marine personnel, as well as maintaining their registration and certification.
The Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, in its Regulation III/6, incorporated Electro-Technical Officers into the certification of the Merchant Marine, who fulfill an important role in ensuring that the electrical, electronic, and control systems linked to the operation of the vessel operate safely under the circumstances and conditions of the moment.
It is necessary to incorporate into the internal legal framework, through the development of regulations of sublegal rank, the minimum requirements applicable to the certification of the electro-technical officer, in attention to their specific competencies and the fulfillment of their corresponding responsibilities; therefore, the National Institute of Aquatic Spaces, in the exercise of the Aquatic Authority and Administration, must adopt the relevant measures to this effect, in alignment with the Strategic Directive of the National Institute of Aquatic Spaces 2021-2025, which establishes strategic objectives to materialize actions addressing the new realities of the country, particularly strategic objective 13: to increase education and training.
DECIDES
Article 1.
Establish the regulations for the issuance of the Certificate and Credential of Electro-Technical Officer, in compliance with the provisions of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.

Article 2.
To grant the Certificate and Credential of Electro-Technical Officer, the applicant must have completed their studies in the Electro-Technical Officer career program at a nautical training University registered with the National Institute of Aquatic Spaces and must meet the following requirements:

- To be Venezuelan
- Be over eighteen (18) years of age.
- Demonstrate completion of a seagoing service period as a trainee for twelve (12) months, as part of a training program that meets the requirements set forth in Section A-III/6 of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended.
- Hold a valid certificate of approval for IMO Model Course 7.08 “Electro-Technical Officer,” issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces.
- Hold all valid certificates of approval for the Courses issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces, which are mentioned below:
- IMO 1.13 “Medical first aid – basic knowledge.”
- IMO 1.14 “Medical care.”
- IMO 1.19 “Proficiency in personal survival techniques.”
- IMO 1.20 “Fire prevention and fire fighting.”
- IMO 1.21 “Personal safety and social responsibilities.”
- IMO 1.23 “Proficiency in survival craft and rescue boats (other than fast rescue boats).”
- IMO 1.39 “Leadership and teamwork.”
- IMO 2.03 “Advanced training in fire fighting.”
- IMO 3.26 “Security awareness training for seafarers with designated security duties.”
- “High voltage training at operational level.”
- Hold the maritime medical certificate issued by a physician authorized by the Aquatic Authority to perform maritime medical examinations for Seafarers, in accordance with the provisions of Regulation I/9 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.
- Payment for the concept of credential and certificate issuance.
Article 3.
An applicant for the Certificate and Credential of Electro-Technical Officer who does not possess a higher education degree issued by a nautical training University must meet the following requirements:

- To be Venezuelan
- Be over eighteen (18) years of age.
- Possess a university degree in electrical engineering or electronic engineering or a related field from any university center.
- Demonstrate completion of a seagoing service period lasting thirty-six (36) months, of which thirty (30) months must be completed in the engine department as an electro-technical rating or electrician.
- Hold a valid certificate of approval for IMO Model Course 7.08 “Electro-Technical Officer,” issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces.
- Hold a certificate proving completion and passing of knowledge verification examinations in accordance with the specifications of the minimum standards of competence applicable to electro-technical officers with competencies from Table A-III/6 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended.
- Hold all valid certificates of approval for the Courses issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces, which are mentioned below:

An applicant for the Certificate and Credential of Electro-Technical Officer who does not possess an undergraduate university degree issued by a nautical training University must meet the following requirements:

- To be Venezuelan
- Be over eighteen (18) years of age.
- Possess a Higher Technical Degree (TSU) in electricity, a Higher Technical Degree (TSU) in electronics, or a related field.
- Demonstrate completion of a seagoing service period lasting thirty-six (36) months, of which thirty (30) months must be completed in the engine department as an electro-technical rating or electrician.
- Hold a certificate proving completion and passing of knowledge verification examinations (accreditation of knowledge or a diploma program for electro-technical officer) in accordance with the specifications of the minimum standards of competence applicable to electro-technical officers with competencies from Table A-III/6 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended, endorsed by a nautical training University.
- Hold a valid certificate of approval for IMO Model Course 7.15 “Electro-Technical Rating,” issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces.
- Hold all valid certificates of approval for the Courses issued by a nautical education institution registered and authorized by the National Institute of Aquatic Spaces, which are mentioned below:
- IMO 1.13 “Medical first aid – basic knowledge.”
- IMO 1.14 “Medical care.”
- IMO 1.19 “Proficiency in personal survival techniques.”
- IMO 1.20 “Fire prevention and fire fighting.”
- IMO 1.21 “Personal safety and social responsibilities.”
- IMO 1.23 “Proficiency in survival craft and rescue boats (other than fast rescue boats).”
- OMI 1.39 “Liderazgo y trabajo en equipo”.
- IMO 2.03 “Advanced training in fire fighting.”
- IMO 3.26 “Security awareness training for seafarers with designated security duties.”
- “High voltage training at operational level.”
- Hold the maritime medical certificate issued by a physician authorized by the Aquatic Authority to perform maritime medical examinations for Seafarers, in accordance with the provisions of Regulation I/9 of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.
- Payment for the concept of credential and certificate issuance.
Article 5.
An applicant for the Certificate and Credential of Electro-Technical Officer who has completed their studies at a nautical training University and/or passed the IMO Model Course 7.08 “Electro-Technical Officer” in another State Party to the Convention under a recognition agreement, which shall be verified by the Aquatic Authority, must comply with the requirements established in articles 3 or 4 of this Administrative Ruling, as applicable.
An applicant for the Certificate and Credential of Electro-Technical Officer who has completed their studies at a nautical training University and/or passed the IMO Model Course 7.08 “Electro-Technical Officer” in another State Party to the Convention under a recognition agreement, which shall be verified by the Aquatic Authority, must comply with the requirements established in articles 3 or 4 of this Administrative Ruling, as applicable.
- The certificate of IMO Model Course 7.08 “Electro-Technical Officer” and of workshops that include practical knowledge in electronics and electricity regarding the competencies established in Section A-III/6 concerning the minimum requirements applicable to the certification of electro-technical officers of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended, must be verified with the educational institution of the State Party that issued the certificate.
Article 6.
The Certificate and Credential of Electro-Technical Officer issued by the Aquatic Authority, in accordance with the provisions of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, shall have a validity of five (5) years or until the expiration date of the first IMO course associated with the certificate.
The Certificate and Credential of Electro-Technical Officer issued by the Aquatic Authority, in accordance with the provisions of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, shall have a validity of five (5) years or until the expiration date of the first IMO course associated with the certificate.

The minimum content of the course for Electro-Technical Officer is that established in Table A-III/6 regarding the specification of minimum standards of competence applicable to electro-technical officers of the Approving Law of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.
