1. 1. Authorize the departure of sport, passenger and recreational vessels under the safe flexibilization scheme, issued by the National Executive from September 13 to 19, 2021, both dates inclusive, upon compliance with the corresponding formalities in accordance with the law and the provisions referred to in this Circular.
   2. In the case of the Roques Archipelago, the crew and passengers of sport, passenger and recreational vessels must take the PCR test within 72 hours prior to arrival.

Said vessels shall anchor in front of the Institute’s Aquatic Delegation for the respective verification by the Port Captain’s Office of compliance with the provisions of this numeral.

1. The sailings referred to in this Circular shall be authorized on the following schedule: departing at 07:00 a.m. and returning at 5:00 p.m.
2. Strict compliance with biosecurity measures must be maintained in order to reduce or eliminate risks due to the pandemic caused by COVID-19 and its variants known as P-1 and P-2, as well as the new variants known as alpha or British variant, beta or South African variant and delta or Indian variant, respecting the rules of social distancing between crew members and passengers, as well as the mandatory use of safety equipment such as face masks, thermometers, gloves in marinas, as well as the use of alcohol-based disinfectants at boarding and berthing stations.
3. Overnight stays for pleasure craft, passenger vessels, and recreational vessels are authorized in Maritime Jurisdictions other than the port of origin and in Federal Dependencies, provided that the necessary arrangements are made to be at the home port by the end of the safe flexibility period.
4. Navigation of pleasure craft, passenger vessels, and recreational vessels between different Maritime Jurisdictions is authorized, provided that arrangements are made to be at the home port by the end of the safe flexibility period.
5. Port Captains shall grant sailing clearance to pleasure craft, passenger vessels, and recreational vessels within the same Maritime Jurisdiction or to other jurisdictions, taking into account meteorological conditions and ensuring that the transit and safety of life at sea of the crew, passengers, and the vessel are not jeopardized.
6. Sport, passenger and recreational vessels anchored in recreational areas shall maintain a minimum distance of 3 meters between them.
7. The Commodores of the Marinas must ensure strict compliance with the provisions of this Circular, in coordination with the Port Captaincy of their respective Maritime Jurisdiction, and must oversee the applicable safety regulations.
8. The Maritime Authority, through the General Management of Operations and the Port Captains of the Institute’s Maritime Jurisdictions, are tasked with the execution, supervision, and control of the provisions of this Circular and shall ensure strict compliance therewith.
9. Circular No. 068 dated September 06, 2021 is hereby repealed.
