    Circular de fecha 04 de noviembre de 2019 Procesos de expedición y renovación de certificados, se limitan a los montos establecidos en la Resolución mediante la cual se establecen Tarifas sobre los Servicios Conex.

    CIRCULAR No 1

    The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 78, numerals 1 and 10 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, numerals 1 and 2, and Article 74, numerals 3 and 5 ejusdem, in conjunction with Article 250 of Decree No. 1.445 with Rank, Value, and Force of the Law of Marinas and Related Activities, and as provided in Article 17 of the Organic Law of Administrative Procedures:
    Hereby ratifies to seafarers carrying out activities in the Venezuelan aquatic sector that all contributions related to the processes of issuance and/or renewal of certificates issued by this institution are limited to the amounts established in the Resolution setting forth and implementing the Tariffs for Services and Activities Related to the Aquatic Sector provided by the Aquatic Authority, in accordance with the law, published in the Official Gazette of the Bolivarian Republic of Venezuela No. 41.389 dated May 3, 2018. Consequently, the demand for payment of amounts not included in said instrument is strictly prohibited.

    Furthermore, all parties interested in conducting procedures before the National Institute of Aquatic Spaces are urged to carry out the administrative processes corresponding to the issuance and/or renewal of certificates personally and without intermediaries. This is based on the principles of speed, simplicity, efficacy, efficiency, proportionality, timeliness, objectivity, impartiality, participation, honesty, accessibility, and transparency, which has brought about a substantial improvement in response times and, consequently, in the quality of service provided to our users.

    Finally, a call is made to the maritime community to avoid the use of third-party agents (gestores) who negatively influence the aquatic sector of which we are all a part. We urge you to bring any inquiries to this authority should doubts arise, as well as to file reports regarding any situations that fall within the scope of this circular. These will be handled opportunistically and with the utmost discretion, allowing us to work together to improve the service we provide and to apply sanctions in accordance with the law.

    Furthermore, it is informed that any procedure carried out illicitly, employing practices addressed in this circular, shall result in the corresponding nullity of the act that may have been granted under such circumstances.
