    Circular N° 014 of 2018, Requirement of IMO Courses 3.24 and 3.25.

     

    CIRCULAR N° 014

    We hereby inform port administrators and Nautical Education Institutes and Centers, that in accordance with the provisions of Regulation VI/6 of the “International Convention on Standards of Training, Certification and Watchkeeping for Seafarers” (STCW/78 as amended) and with reference to the requirement of IMO Model Courses 3.24 and 3.25, in the “International Ship and Port Facility Security Code” (ISPS Code), and the instructions issued in International Maritime Organization Circulars MSC.1/Circ.1341 of May 27, 2010 and STCW.7/Circ. 21 of February 25, 2014, the following regulations are issued:

    1. Port facility personnel assigned security duties and responsibilities, related to approved security plans (PFSPs), shall certify the corresponding training in accordance with IMO Model Course 3.24 “Security Awareness Training for Port Facility Personnel Assigned Security Duties”.
    2. All other port facility personnel who are directly employed and who are not assigned maritime security duties and responsibilities, relative to approved security plans (PFSPs), must certify the corresponding training in accordance with IMO model course 3.25 “Security Awareness Training for All Port Facility Personnel”.
    3. Port facility personnel, other than direct employees, who are part of outsourcing services and who consequently do not have assigned security roles and responsibilities, will receive information related to the IMO Model Course 3.25 “Security Awareness Training for All Port Facility Personnel”.
    4. This information and the recording thereof shall be the responsibility of the Port Facility Security Officer (PFSO).

    The certification referred to in the preceding paragraphs shall be issued only by the Training Centers and/or Training Centers authorized to give such courses by the National Aquatic Authority.

    Exempt from the corresponding certification are the personnel of the port facilities, who are not direct employees and/or are part of subcontracted services.

    For the implementation of the rules stipulated in this Circular, a term of three (03) months is established, starting April 30, 2018.
