    Circular No. 006 of the year 2024, Final declaration of the state of exception due to the Global Health Emergency

    CIRCULAR No. 006/2024

    The National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 78, paragraphs 1 and 14 of the Decree with Rank, Value, and Force of Organic Law of Aquatic Spaces, published in the Extraordinary Official Gazette of the Bolivarian Republic of Venezuela No. 6,153 dated November 18, 2014, and as provided for in Articles 42 of the Decree with Rank, Value, and Force of Organic Law of Public Administration and 17 of the Organic Law of Administrative Procedures.

    WHEREAS, in light of the dissemination of news regarding the end of the public health emergency of international concern due to COVID-19, in accordance with what was stated by the Director-General of the World Health Organization in the report of the fifteenth meeting of the International Health Regulations (2005) (IHR) Emergency Committee on the coronavirus disease (COVID-19) pandemic, held on May 4, 2023, where the final declaration of the state of exception declared due to the Global Health Emergency was determined.

    This Office
    1. Void and leave without effect the provisions contained in Circular No. 023 (Special Notice – COVID-19) dated October 19, 2020, regarding the recognition for the issuance of titles, licenses, endorsements, and certifications of the competencies of seafarers, as well as valid medical certificates issued by an experienced physician or practitioner duly qualified and recognized by a State Party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978.
    2. Maintain the validity of Administrative Ruling No. 032 dated June 17, 2021, which contains the guidelines for granting maritime medical certificates and maritime medical examinations to Seafarers.
    3. Maintain the validity of the provisions established in Circular No. 086/2023 dated May 24, 2023, which informed the maritime and port community about the health measures that persist in accordance with what was issued by the World Health Organization on May 4, 2023.
    4. Notify and disseminate the content of this Circular.
