CIRCULAR No 013
The President of the National Institute of Aquatic Spaces, in exercise of the powers conferred by Article 78, paragraphs 1 and 10 of the Decree with Rank, Value and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, paragraphs 1 and 2 and Article 74, paragraphs 3 and 5 ejusdem, in accordance with Article 250 of Decree No. 1,445 with Rank, Value and Force of Law of Marinas and Related Activities and in accordance with the provisions of Article 17 of the Organic Law of Administrative Procedures.
Considering
That the International Maritime Organization (IMO), in the “Report on the Model Course Program submitted under the Revised Guidelines for the Development, Review and Validation of Model Courses (MSC-MEPC.2/Circ.15)”, of the 5th session of the Sub-Committee on Human Factors, Training and Watchkeeping dated April 12, 2018, in the “Arrangements for the Validation of Model Courses at this session”, numeral 5, states:
“In relation to model courses 1.28 on “Crowd control, passenger safety and security training for personnel directly facilitating passenger services on board passenger ships”, and 1.29 on “Proficiency in emergency management and human behaviour, including passenger and cargo safety and hull integrity”, HTW 4 agreed to revise them with a view to developing two separate new model courses for each of these subjects to reflect the amendments to the Convention and Training Code relating to passenger ships adopted at MSC 97 (HTW 4/16, paragraphs 3.8.1.3 and 3.8.1.4; and MSC 97/22/Add.1, annexes 8 and 9).
Considering
That the International Maritime Organization (IMO), in the “Report on the Model Course Program submitted under the Revised Guidelines for the Development, Review and Validation of Model Courses (MSC- MEPC.2/Circ.15/Rev.1), of the 6th Session of the Sub-Committee on Manpower, Training and Watchkeeping dated January 25, 2019, in the annex “IMO MODEL COURSE OVERVIEW”, notes: the courses already divided and with their respective IMO code.
Considering
That the Bolivarian Republic of Venezuela is a party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995 (STCW 78/95), according to the Official Gazette of the Republic of Venezuela No. 5,752 Extraordinary dated January 3, 2005.
Considering
That the National Institute of Aquatic Spaces in the exercise of the Aquatic Authority and Administration, has the power to certify the personnel of the Merchant Marine through the issuance of titles, licenses, endorsements and certifications of Seafarers, in accordance with international conventions and national legislation governing the matter and is the competent entity to recognize the education, training and training of Seafarers.

By means of this circular, the entire Aquatic Sector, especially Seafarers, is informed that as of this date, the following is established:
- Nautical Educational Institutions and IMO Instructors registered with the INEA and with current authorization to teach the IMO Model courses “1.28 Crowd control, passenger safety and security training for personnel directly providing services to passengers on board passenger ships” and “1.29 Proficiency in emergency management and human behavior, including passenger and cargo safety and hull integrity”, are authorized to teach, in substitution of the above mentioned courses, the following: “1.41 Crowd control training on passenger vessels”; “1.42 Emergency management and human behavior training on passenger vessels”; “1.44 Safety training for personnel directly serving passengers in passenger spaces” and “Passenger and cargo safety and hull integrity training”, until the expiration date of the respective Authorization without the need to make any request or additional payment.
- Seafarers who have in force the IMO Model courses “1.28 Crowd control, passenger safety and security training for personnel directly providing services to passengers on board passenger ships” and “1.29 Proficiency in emergency management and human behavior, including safety of passengers and cargo and hull integrity”, must go to the Nautical Educational Institutions where they obtained them and submit the original document to have them approved by the IMO Model courses “1.41 Training in crowd control on passenger ships”, “1.42 Training in emergency management and human behavior on passenger ships”, “1.44 Safety training for personnel directly serving passengers in passenger spaces” and “Training on passenger and cargo safety and hull integrity”, which will be free of charge.
The Maritime Authority, through the Institute’s General Management of Marinas and the Seafarers’ Management Office, shall ensure compliance with this circular.
