Circular No. 013 of the year 2020, Update of electronic certificates for Naval Inspectors and Specialists

The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 78, paragraphs 1 and 10 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, paragraphs 1 and 2, and Article 74, paragraphs 2, 3, 5, 7, and 21 ejusdem, in concordance with Articles 160, 228, and 229 of Decree No. 1,445 with Rank, Value, and Force of the Law of Marinas and Connected Activities, and as provided for in Article 17 of the Organic Law of Administrative Procedures.
CONSIDERING That the National Institute of Aquatic Spaces, in the exercise of Aquatic Authority and Administration, must guarantee maritime safety and life within the aquatic jurisdictions through supervision and control, in coordination with the competent authorities.
CONSIDERING The clear direction of the Venezuelan State toward the implementation of electronic systems, which aim to apply information and communication technologies to the operation of the public sector in order to provide better services to citizens and increase efficiency, transparency, and public participation; a direction materialized through the enactment of Decree-Law No. 1,240 on Data Messages and Electronic Signatures of 2001 and the creation of the Superintendency of Electronic Certification Services (SUSCERTE), an entity attached to the Ministry of People’s Power for University Education, Science, and Technology (MPPEUCT).
CONSIDERING That the National Institute of Aquatic Spaces, in the exercise of Aquatic Authority and Administration, must maintain the registration, certification, and supervision of Naval Inspectors, and has implemented the use of electronic certificates, which has streamlined document issuance processes and fraud prevention.
By means of this circular, the entire Aquatic Sector, and especially Naval Inspectors and Naval Inspection Specialists, are hereby informed that, as of this date, the following is established:
HEREBY DECIDES
As of this date and until June 30, 2020, all Naval Inspectors and Naval Inspection Specialists registered with INEA must submit a request for a “Copy of Naval Inspector or Naval Specialist credential,” free of charge, through SINEA. These will be issued in electronic format with a unique tracking number, a QR code, and the electronic signature of the President of the National Institute of Aquatic Spaces.
