Circular No. 021 of the Year 2020, Replacement of IMO Course 1.22

In the exercise of the powers conferred by Article 78, paragraphs 1, 10, and 14 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, paragraphs 1 and 2, and Article 74, paragraphs 2, 3, and 5 ejusdem, pursuant to the provisions of Article 250 of the Decree with Rank, Value, and Force of the Law on Marinas and Connected Activities, and as provided in Articles 42 of the Decree with Rank, Value, and Force of the Organic Law of Public Administration and Article 17 of the Organic Law of Administrative Procedures.
WHEREAS the International Maritime Organization (IMO), in the “Report to the Maritime Safety Committee (HTW 5/16)” from the 5th session of the Sub-Committee on Human Element, Training and Watchkeeping dated August 30, 2018, under “Model courses intended to be validated at HTW 6 and HTW 7”, paragraph 3.52, indicates: That according to the 2010 Manila Amendments, knowledge, understanding, and proficiency regarding “effective bridge teamwork procedures” in Table A-II/1 had been replaced by “bridge and engine-room resource management” in Tables A-II/1 and A-III/1, respectively; and that training in bridge and engine-room resource management involved the use of simulators, which in turn differed depending on the equipment and environment addressed. And in paragraph 3.53, it notes that the Sub-Committee endorsed the revision of model course 1.22, which has been renamed “Bridge Resource Management,” in line with the current provisions of the Training Code; agreed on the development of a project for a new model course on engine-room resource management; and tasked a drafting group to prepare the corresponding terms of reference.
WHEREAS the International Maritime Organization (IMO), in the “Report to the Maritime Safety Committee (HTW 7/3)” from the 7th session of the Sub-Committee on Human Element, Training and Watchkeeping dated February 28, 2020, under “Arrangements for the validation of model courses at the current session”, paragraph 3, notes that HTW 5 approved the terms of reference for course developers and review groups, and identified the developers and established the review groups regarding model course 1.22 “Bridge Resource Management” with a view to its validation.
WHEREAS the International Maritime Organization (IMO), in the “Report of the Review Group regarding the draft new revised model course 1.22 Bridge Resource Management (HTW 7/3/3)” from the 7th session of the Sub-Committee on Human Element, Training and Watchkeeping dated February 28, 2020, and in the “Draft revised model course 1.22 Bridge Resource Management (HTW 7/3/3/Add.1)”, validated the evaluation questionnaire and course manual for IMO course “1.22 Bridge Resource Management.”
WHEREAS Venezuela is a party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW 78), as per the Approving Law published in the Official Gazette of the Republic of Venezuela No. 3.878 dated July 30, 1986.
WHEREAS the National Institute of Aquatic Spaces (INEA), in the exercise of the Aquatic Authority and Administration, has the power to certify Merchant Marine personnel through the issuance of titles, licenses, endorsements, and seafarer certifications, in accordance with International Conventions and national legislation governing the matter, and is the competent entity to recognize the education, training, and instruction of Seafarers.
HEREBY DECIDES
Notify the content of this Circular through all dissemination mechanisms.
