    COMPETENCIES FOR THE COASTAL CAPTAIN ENDORSEMENT

     

    Entry Profile: Law of Marinas and Connected Activities (LMAC) Chapter II – Requirements to Opt for Titles and Licenses Article 262. Applicants for the title of Coastal Captain (Capitán Costanero) must hold the title of Master (Patrón) and verify having navigated with said title for a period of at least thirty-six (36) months. Applicants for the title of Coastal Captain must hold the title of Mid-Level Technical Degree (Técnico Medio) within the diversified and professional secondary education level, or its equivalent, as well as the title of Master, and verify having navigated with said title for a period of at least thirty-six (36) months.
    Exit Profile: Law of Marinas and Connected Activities (LMAC) Chapter III – Functions Article 280, Numeral 1. Coastal Captain: Qualified to exercise command of vessels whose gross tonnage ranges between five hundred gross tonnage units ($500\text{ GT}$) and three thousand gross tonnage units ($3,000\text{ GT}$), within the zones bounded by $7^{\circ}$ and $19^{\circ}\text{ North}$ and $58^{\circ}$ and $85^{\circ}\text{ West}$, and to stand watch on vessels engaged in this same navigation route.
    Subject Knowledge, Understanding, and Proficiency (Approved Content) Competency
    Vessel Damage Control
    • Transverse Stability: Center of gravity ($G$), center of buoyancy ($B$), vessel equilibrium, initial stability, transverse righting arm.
    • Movement experienced by $G$ when loading, shifting, or discharging a weight.
    • Longitudinal Stability: Longitudinal righting arm, longitudinal metacentre.
    • Stability inclining experiment.
    • Trim: Change of trim when loading, shifting, or discharging a weight.
    • Master frame (midship section), longitudinal center of flotation.
    • General knowledge of hydrostatic tables and curves.
    • Free Surface: Effects of free surface and its calculation.
    • Vessel Motions: Rolling motion, rolling period.
    • General concepts regarding wave characteristics and their relationship with wind.
    • Parametric synchronism.
    • Vessel behavior in waves.
    • Flooding: Types of flooding, calculations, characteristics of a flooded compartment.
    • Vessel efficiency and energy consumption.
    • Grounding: Types of grounding, dry-docking, stresses, effects, planning, and precautions.
    Maintain the seaworthiness of the vessel.
    Electronic Navigation and Primary Systems
    • Voyage and navigation planning under all conditions, utilizing generally accepted track-plotting methods on the high seas, taking into account: restricted waters, meteorological conditions, ice, reduced visibility, traffic separation schemes (TSS), Vessel Traffic Services (VTS) zones, and areas with severe tidal effects.
    • Bridge Procedure Guide.
    • Digital Nautical Publications (weekly updates), Electronic Navigational Chart (ENC) corrections.
    • Content of IMO Model Course 1.27 – Operational use of Electronic Chart Display and Information Systems (ECDIS): Navigation with ECDIS. Knowledge of the capability and limitations of ECDIS operations… [including ENC data, accuracy, presentation rules, and the use of integrated AIS/Radar functions].
    • Meteorology.
    Employ ECDIS and other navigational aid equipment to conduct safe navigation.
    Meteorology and Oceanography
    • Prevailing winds in the region. Clouds: classification.
    • Atmospheric pressure: barometers, types, and readings.
    • Temperature: thermometers, types.
    • Weather interpretation using a barometer and thermometer.
    • Oceanography: Ocean current systems, ocean currents, currents in national waters.
    • Tides: Definition, characteristics, and use of nautical publications on currents and tides.
    • Ability to interpret information obtained from shipboard meteorological instruments.
    • Knowledge of various weather systems, reporting procedures, and recording systems.
    • Ability to apply available meteorological information.
    Take decisions in adverse meteorological conditions.
    Vessel Maneuvering, Operations III, and Radio Medicine
    • International Regulations for Preventing Collisions at Sea (COLREGs): purpose and application. Annexes regarding the safety of navigation.
    • Maneuvering and shiphandling operations under all conditions: approaching a vessel or pilot station…
    • Shiphandling in rivers, taking into account the effects of currents, wind, and restricted waters.
    • Maneuvering in shallow waters.
    • Berthing and unberthing under various wind and tidal conditions.
    • Entering dry dock with or without damage.
    • Shiphandling and management during storms, rendering assistance to a vessel in distress, and conducting towing operations.
    • Maneuvering an unhandy (difficult to manage) vessel.
    • Reducing leeway and making proper use of oil.
    • Precautions when launching lifeboats or liferafts in bad weather.
    • Emergency measures: precautions when grounding a vessel; refloating; actions after a collision; temporary plugging of leaks (water ingress).
    • Content of IMO Model Course 1.15 – Medical Care (Radio Medicine).
    • Use of the IMO Standard Marine Communication Phrases (SMCP).
    Maneuver the vessel and operate propulsion machinery in minor vessels. Respond to emergencies. Participate in coordination plans for medical assistance to vessels.
    Technical Maritime English II
    • Vessel management procedures. Certifications.
    • Communication with Port Authorities.
    • Vessel-to-tugboat interface (Maneuvers).
    Employ written and spoken English.
    Cargo Handling and Stowage
    • Principles of stowage. Stowage factors. Broken stowage volume and weight.
    • Broken stowage loss.
    • Protection of the vessel and cargo.
    • Direct relationship between vessel stability and cargo stowage.
    • Securing or lashing of cargo.
    • Cargo planning: cargo plans and final stowage.
    • International Maritime Dangerous Goods Code (IMDG Code).
    • Prevention of pollution (MARPOL Annex III): Regulations for the Prevention of Pollution by Harmful Substances Carried by Sea in Packaged Form.
    Plan a safe stowage strategy and maintain care during the voyage.
    Maritime Safety and Security
    • Port State Control.
    • National Aquatic Administration.
    • National and International Standardization Regulations.
    • International Maritime Organization (Maritime Safety Committee).
    • International Safety Management (ISM) Code.
    • Statutory Documents required by the aquatic administration.
    • International Ship and Port Facility Security (ISPS) Code.
    • Shipboard work organization: structure, functions, schedules, and rest periods.
    • Emergency Procedures: Contingency Plan, actions following a collision, grounding, fire, or loss of steering.
    Contribute to vessel management and personal safety.
