PROCEDURES FOR PORT STATE CONTROL, 2023
ALSO RECALLING resolution A.1155(32), by which it adopted the “Procedures for Port State Control, 2021” (hereinafter referred to as “the Procedures”), following the successive revocation of resolutions Α.1138(31), Α.1119(30), Α.1052(27), Α.882(21), Α.787(19), A.742(18), Α.597(15) and A.466(XII),
RECOGNIZING that the efforts of port State authorities have contributed greatly to the enhancement of maritime safety and security and to the prevention of marine pollution,
RECOGNIZING FURTHER the need to update the Procedures to take into account amendments to IMO instruments which have entered into force or become effective since resolution A.1155(32) was adopted,
HAVING EXAMINED the recommendations made by the Maritime Safety Committee at its 106th session and by the Marine Environment Protection Committee at its 79th session,
- ADOPTS the “Procedures for Port State Control, 2023”, the text of which is set out in the annex to the present resolution;
- INVITES Governments to apply the aforementioned Procedures when exercising port State control functions;
- REQUESTS the Maritime Safety Committee and the Marine Environment Protection Committee to keep the Procedures under review and to amend them as necessary; and
- REVOKES resolution A.1155(32).

PROCEDURES FOR PORT STATE CONTROL, 2023
CHAPTER 1 – GENERAL
1.1 Purpose
This document is intended to provide basic guidance on port State control inspections in support of the control provisions of relevant conventions and parts of the IMO Instruments Implementation Code (III Code) (resolution A.1070(28)) and to afford consistency in the conduct of these inspections, the recognition of deficiencies of a ship, its equipment, or its crew, and the application of control procedures.
1.2 Application
1.2.1 These procedures apply to ships which are subject to the relevant provisions of:
- .1 the International Convention for the Safety of Life at Sea, 1974, as amended (SOLAS Convention 1974);
- .2 the Protocol of 1988 relating to the International Convention for the Safety of Life at Sea, 1974, as amended (SOLAS Protocol 1988);
- .3 the International Convention on Load Lines, 1966, as amended (Load Lines Convention, 1966);
- .4 the Protocol of 1988 relating to the International Convention on Load Lines, 1966, as amended (1988 Load Lines Protocol);
- .5 the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocols of 1978 and 1997, as amended (MARPOL Convention);
- .6 the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW Convention, 1978);
- .7 the International Convention on Tonnage Measurement of Ships, 1969, as amended (Tonnage Convention, 1969);
- .8 the International Convention on the Control of Harmful Anti-fouling Systems on Ships, 2001 (AFS Convention, 2001);
- .9 the Convention on the International Regulations for Preventing Collisions at Sea, 1972, as amended (COLREG 1972);
- .10 International Convention on Civil Liability for Oil Pollution Damage, 1969 (1969 Civil Liability Convention);
- .11 Protocol of 1992 to amend the International Convention on Civil Liability for Oil Pollution Damage, 1969, as amended (1992 CLC Protocol);
- .12 .the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001 (Bunkers Convention 2001);
- .13 International Convention for the Control and Management of Ships’ Ballast Water and Sediments, 2004, as amended (BWM Convention 2004); and
- .14 Nairobi International Convention on the Removal of Wrecks, 2007 (2007 WRC Convention),
which are hereinafter referred to as “the relevant conventions.”
