    1 Application letter addressed to the President of INEA.
    2 Liquidation Form, approved by the Tax Collection Office.
    3 Commercial Registry and/or Articles of Incorporation, copy of the legal representative’s ID, with a corporate purpose aligned with the type of company in the aquatic sector (THE CORPORATE PURPOSE, REPRESENTATIVES, AND PARTNERS MUST BE HIGHLIGHTED)
    4 Tax Information Registry (RIF), valid.
    5 Company’s Industrial and Commercial License, or failing that, the lease agreement for the premises where the company operates.
    6 Surety bond in the amount of 7,000 Euros, notarized (which will be taken into account for the expiration date of the document or permit granted, and must have an expiration date of one (01) year).
    7 Report evidencing the implementation of a Quality Management System within the company (ISO 9001:2015 Standard) and Safety Management Systems.
    8 Operational Inspection carried out by the Port Captaincy of the Jurisdiction where it operates or will operate, which must include a photographic record.
    9 Copy of the Permit issued by INEA as a Cargo Transport Shipping Company (Current).
    10 Submit the list of technical personnel (full name, identity card number, certification level). Demonstrate the competence of the personnel in ship-to-ship (STS) transfer operations to ensure that operations are carried out safely.
    11 Have an Operations Manual.
    12 Certificate of insurance covering ship-to-ship (STS) transfer operations, including those required by P&I Clubs (Protection and Indemnity).
    13 In the event that the service provider company lacks experience in ship-to-ship (STS) transfer operations, it must have the backing of an internationally recognized ship-to-ship transfer service provider company, in which case it shall submit the following documentation in PDF format:

    1. a. Commercial registry or incorporation document of the international provider company.
    2. b. Commercial agreement between the international operations service provider and the domestic company.
    3. c. Certification of the international operations service provider company for ship-to-ship (STS) transfer operations.
    4. d. Certificate of insurance covering ship-to-ship (STS) transfer operations, including those required by P&I Clubs (Protection and Indemnity).
    5. e. Performance history in this type of operations.
    6. f. Document or certificate of support from a company dedicated to oil spill response.
