In the exercise of the authority conferred by Article 78, paragraph 1 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Articles 73, paragraphs 1, 2, and 18, and 74, paragraphs 3, 4, 5, 13, and 29 eiusdem, in conjunction with Articles 248, paragraph 2, 252, 270, 271, 275, and 282, paragraphs 1 and 2 of the Decree with Rank, Value, and Force of the Law of Marinas and Connected Activities, and as provided for in Article 17 of the Organic Law of Administrative Procedures.

Article 1.
Professionals of the Bolivarian Navy holding at least the rank of Lieutenant (Teniente de Navío) specializing in fleet, submarine, or marine corps (riverboat skippers), who can prove a minimum of five thousand (5,000) nautical miles sailed, may apply for the First-Class Sport Skipper License, subject to completing the online testing process implemented by the National Institute of Aquatic Spaces (INEA).
Professionals of the Bolivarian Navy holding at least the rank of Lieutenant (Teniente de Navío) specializing in fleet, submarine, or marine corps (riverboat skippers), who can prove a minimum of five thousand (5,000) nautical miles sailed, may apply for the First-Class Sport Skipper License, subject to completing the online testing process implemented by the National Institute of Aquatic Spaces (INEA).

Professionals of the Bolivarian Navy holding at least the rank of Lieutenant Commander (Capitán de Corbeta) specializing in fleet or submarine, who can prove a minimum of ten thousand (10,000) nautical miles sailed, may apply for the Yacht Captain License, subject to completing the online testing process implemented by the National Institute of Aquatic Spaces (INEA).
Professionals of the Bolivarian Navy holding at least the rank of Lieutenant Commander (Capitán de Corbeta) specializing in fleet or submarine, who can prove a minimum of ten thousand (10,000) nautical miles sailed, may apply for the Yacht Captain License, subject to completing the online testing process implemented by the National Institute of Aquatic Spaces (INEA).
Article 3.
Professionals of the Bolivarian Navy specializing in fleet or submarine, in order to apply for the First-Class Sport Skipper or Yacht Captain License referred to in this Administrative Order, must submit their application through the SINEA System, and must upload the official order indicating their current military rank, proof of nautical miles sailed, as well as the maritime medical certificate demonstrating their physical and mental fitness to perform the duties inherent to operations aboard recreational vessels.
