ADMINISTRATIVE RULING N° 17

The President of the National Institute of Aquatic and Island Spaces, in accordance with the provisions of Article 84 numeral 1, Article 85 numerals 8 and 13, and Article 114 of the Organic Law of Aquatic and Island Spaces, in concordance with Articles 1 and 3 of the General Law on Marinas and Connected Activities, Article 12 numeral 14 of Decree No. 1928 on the Organization and Functioning of the Central Public Administration, and Article 17 of the Organic Law of Administrative Procedures, decrees the following:

ADMINISTRATIVE RULING

Article 1

The construction of vessels or navigational accessories to be registered in the Venezuelan Naval Registry (RENAVE), as well as the modification or scrapping of vessels or navigational accessories registered in the Venezuelan Naval Registry (RENAVE), must be previously authorized by the National Institute of Aquatic and Island Spaces (INEA).

Article 2

For the purposes of this Administrative Ruling, the scrapping or recycling of vessels or navigational accessories is understood as the process through which the equipment and/or raw materials that comprise them are reused once the unit has been decommissioned from active service.

Article 3

In order to obtain the authorization indicated in Article 1 of this Administrative Ruling, the owner must submit a reasoned request addressed to the President of the National Institute of Aquatic and Island Spaces (INEA), accompanied, in digital format on non-alterable compact discs, by the following requirements:

1) Construction of vessels greater than or equal to 500 GRT	Descriptive memory of the project (technical specifications, structural calculations, stability study) signed by a Naval Engineer (CIV). Entity that will issue the construction document. Endorsed blueprints (General arrangement, structural, superstructures, hull development, systems, forms, hydrostatic curves, shaft lines, rudder, bulkheads, engine room, etc.). Freeboard and Tonnage calculations. Construction schedule. Classification Society or standards used. Testing Protocol (Stability, Port, and Sea trials).
2) Construction of vessels ≥ 150 GRT and < 500 GRT	Descriptive memory and calculations (Naval Engineer CIV). Indication of the issuing entity of the construction document. Set of endorsed structural and systems blueprints. Freeboard and Tonnage calculations. *Schedule, standards, and testing protocols.
3) Construction of vessels ≥ 110 GRT and < 150 GRT	Technical descriptive and stability memory. Arrangement, structural, deck, accommodation, and systems blueprints. Tonnage calculations and schedule. Applicable standards and sea protocols.
4) Construction of vessels ≥ 10 GRT and < 110 GRT	Descriptive memory and structural calculations. General arrangement, forms, and stability blueprints. Systems blueprints (bilge, fuel, electrical) when applicable. Freeboard, Tonnage calculations, and schedule.
5) Construction of artisanal vessels < 10 GRT	Client name and sequential construction number. Specifications: Length overall (LOA), Breadth, Depth, Propulsion, Equipment, Materials, and Use. General arrangement blueprint (Longitudinal profile and plan view).
6) Navigational accessories ≥ 100	Descriptive memory, calculations, and stability study (Naval Engineer). Structural, systems, forms, and capacities blueprints. Freeboard, Tonnage calculation, and Schedule.
7) Modification of vessels ≥ 25 GRT and accessories ≥ 100 GRT	Original blueprints of the vessel. Descriptive memory of the modification and structural calculations. Modification blueprints (differentiating variants by color). New hydrostatic curves, tonnage calculations, and testing protocols.
8) Scrapping or recycling	Name, registration number, and use. Principal dimensions (Lightship displacement, Length overall, Breadth, Depth, Draft). Descriptive memory of the scrapping methodology. Location (Dock, Shipyard, or Slipway), schedule, and destination of material.

Article 4

For the construction and modification of vessels, compliance must be given to the regulations relating to construction procedures (scantlings, ratios, forms, environmental control, quality testing, etc.), including materials such as Kevlar, carbon fiber, ferrocement, GRP (Glass Reinforced Plastic), or other composites.

Article 5

Once the request is filed, INEA will inform of any omissions within five (5) business days. If everything is compliant, it will issue the Authorization within twenty (20) business days, assigning a registration number. In cases of prototype units (< 150 UAB) that are exactly identical, a single authorization will be issued reflecting the number of units.

Article 6

Upon completion of the project, the Construction Document will be issued containing the following minimum information:

Registration Number of the INEA Authorization.
Identification of the vessel (Name, Builder, Model, Owner, Location/Date, Use, Material, Dimensions, Tonnage).
Propulsion system (Engines, serial numbers, RPM, HP).
Data of the Naval Engineer or Consulting Firm (CIV and INEA Registration).
Inspection data (Inspector, dates, and % of progress).

Article 7

Every vessel constructed or modified within the country must have a Construction Document endorsed by a Naval Engineer (CIV), issued by the Aquatic Administration, Recognized Organizations, Classification Societies (IACS), or the Builder.

Article 8

Every vessel constructed or modified abroad to be registered in RENAVE must have a Construction Document issued by the Administration of origin, Recognized Organizations, IACS Societies, or the Builder.

Article 9

Artisanal vessels are exempted from the Construction Document. The builder will issue a document certifying ownership upon completion of the work.
