    6. Copy of current IMO Instructor certificates.
    7. Copy of proof of authorization for the use of facilities required for practical training corresponding to the subjects or courses that demand them.
    8. Internal Regulations of the Institution (Coexistence Rules).
    9. Internal Regulations of the Institution (Code of Conduct) including school uniform specifications, in compliance with Article 6 of the joint resolution of the Ministry of People’s Power for Education and the Ministry of People’s Power for Infrastructure, published in Official Gazette No. 38,538 dated October 6, 2006.
    10. Educational project to administer the Curriculum for Mid-Level Technical Degree (Técnico Medio), Options: Navigation and Machinery.
    11. Implemented Quality Management System (Manual of Policies and Procedures of the Institution).
    12. Onboard internship plan.
    13. Proof of Payment Confirmation, made to the current account of Banco de Venezuela, under the name of INEA (Account No. 0102-0762-25-0000003188, RIF G-20002141-1), according to the amounts specified in the SEAFARER TRANSACTION PAYMENT TABLE under the following Articles:

      ☐ Article 84, Item 2 (€208) for the Authorization Supervision of each new course.
      ☐ Article 84, Item 3 (€208) for the Supervision of the Renewal of Registry and Authorization.
      ☐ Article 84, Item 4 (€833) for the Issuance of the Operating Authorization (located next to APPLICATION TYPE).
      Note: The amounts in this payment table are expressed in EUROS and must be paid in national currency calculated at the Central Bank of Venezuela (BCV) exchange rate in effect on the day of payment. The transaction date must match the application date, and the complete amount yielded by the BCV Value Date, including all 8 decimal places (e.g., XX.XXXXXXXX), must be used for the calculation. The payment is valid for ninety (90) days, pursuant to Circular No. 009 of 2018, published on the INEA website. www.inea.gob.ve

    REGULATIONS

    • The application and required documents must be submitted to the National Institute of Aquatic Spaces (INEA), Seafarer Management Office, Nautical Education Division via email to educacionnautica@inea.gob.ve, together with the scanned files, following the order of the checklist index listed on the first page. Once the documentation is received, analysis and evaluation will proceed to determine acceptance, subject to prior inspection of the Institution.
    • All documents and training curricula (pensum) must comply with current national and international legislation.
    • The Operating Authorization is valid for up to five (5) years from its date of issuance.
    • Teachers or instructors must be specialists in the field and must submit credentials certifying their competence.
    • In the event that discrepancies or irregularities are detected in the information provided, notification will be issued in a timely manner, and the process leading to the issuance of the requested authorization will be halted.
    • In case of non-compliance with the current legal framework governing nautical education, the National Institute of Aquatic Spaces (INEA) reserves the right to apply the penalties and sanctions established by law.
