In exercise of the powers conferred by Article 78 numeral 1 of the Decree with Rank, Value and Force of the Organic Law of Aquatic Spaces, in accordance with Articles 73 numeral 1 and 2 and 74 numeral 3, 4 and 5 ejusdem and according to the provisions of Articles 42 of the Decree with Rank, Value and Force of the Organic Law of Public Administration and 17 of the Organic Law of Administrative Procedures.

That the measures adopted to address the emergency of the COVID 19 Coronavirus outbreak have an impact on the process of revalidation of certificates and certificates, including medical certificates, as well as on the endorsement of certificates, in accordance with the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended,

DECIDES
- To extend the extension granted in Circular No. 016 dated June 21, 2020, until December 31, 2020, to the titles, certificates and endorsements referred to in this Circular, issued to seafarers by the Aquatic Authority to those crew members, who for any circumstance related to the state of exception of alarm could not carry out the procedure, as stipulated by the Aquatic Administration.
- Port State Controlling Officers (PSCOs) shall accept extension actions taken by other administrations of such seafarers’ documentation in the exercise of inspection procedures in accordance with Article X (Inspection) and Regulation I/4 (Inspection Procedures) of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 as amended.
- The Aquatic Authority, through the Institute’s General Directorates of Maritime Affairs and Operations, shall ensure strict compliance with this Circular.
