    Circular Letter No. 013, dated April 24, 2020 Request for a Copy of the Naval Inspector or Naval Specialist Credential, free of charge, through the SINEA System.

    CIRCULAR No 013

    The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 78, numerals 1 and 10 of the Decree with Status, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, numerals 1 and 2, and Article 74, numerals 2, 3, 5, 7, and 21 ejusdem, in conjunction with Articles 160, 228, and 229 of Decree No. 1,445 with Status, Value, and Force of the Law on Marinas and Related Activities, and as provided for in Article 17 of the Organic Law of Administrative Procedures.

    Considering that the National Institute of Aquatic Spaces, in the exercise of the Maritime Authority and Administration, must guarantee maritime safety and life within the scope of the maritime jurisdictions through supervision and control, in coordination with the competent authorities.

    Considering the clear orientation of the Venezuelan State towards the implementation of electronic systems, which aim to apply information and communication technologies to the operation of the public sector, with the objective of providing better services to the citizen and increasing efficiency, transparency, and citizen participation; this orientation was materialized through the promulgation of Decree-Law No. 1,240 on Data Messages and Electronic Signatures, of 2001, and the creation of the Superintendence of Electronic Certification Services (SUSCERTE), an entity attached to the Ministry of People’s Power for University Education, Science and Technology (MPPEUCT).     Considering that the National Institute of Aquatic Spaces, in the exercise of the Maritime Authority and Administration, must maintain the registration, certification, and supervision of Naval Inspectors, and has implemented the use of electronic certificates, which has facilitated the streamlining of document issuance processes and the prevention of fraud.

    By means of this circular, the entire Aquatic Sector is informed, particularly Naval Inspectors and Naval Inspection Specialists, that as of this date, the following is established:

    Sole: As of this date and until 06/31/2020, all Naval Inspectors and Naval Inspection Specialists registered with INEA must submit a request for a “Copy of Naval Inspector or Naval Specialist credential,” free of charge, through SINEA, which will be issued in electronic format with a unique tracking number, a QR code, and the electronic signature of the President of the National Institute of Aquatic Spaces.

    The Maritime Authority, through the Institute’s General Management of Marinas and the Seafarers’ Management Office, shall ensure compliance with this circular.

    Notify the content of this Circular through all dissemination mechanisms.
