CIRCULAR No 005

The President of the National Institute of Aquatic Spaces, in exercise of the powers conferred by Article 73, paragraphs 1 and 2, Article 74, paragraphs 12, 18, and 26, of the Decree with the Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Articles 65, 67, and 72 of the General Ports Law (LGP) and Article 17 of the Organic Law of Administrative Procedures.

Considering that the National Institute of Aquatic Spaces is responsible for ensuring that port administrators, their port facilities, and those under construction maintain the security levels provided for by law concerning land management, through the planning and execution of construction works and the operation of ports and port facilities. Considering that the ISO 9001 Standard is an International Organization for Standardization standard applied to products and services related to quality management and is applicable to any type of organization in any sector or activity.

By means of this circular, the entire Aquatic Sector is informed, particularly port administrators, that as of this date the following is established: Port administrators must implement a Quality Management System under the ISO 9001:2015 Standard before June 30, 2019, a requirement that shall be indispensable for the granting of Concessions, Operating Concessions, Licensing, and Operating Authorizations to operate and administer a port or port-type facility.

The Aquatic Authority, through the Port Management Office and the Information Technology Office, shall ensure compliance with this Circular.
