    Circular No. 004 of the year 2024, Substitution of names and assignment of Code to IMO courses

    CIRCULAR No 004/2024

    In the exercise of the powers conferred upon me by Article 78, numerals 1 and 10 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Articles 73, numerals 1 and 2, and 74, numerals 3 and 5 eiusdem, in conjunction with Article 250 of the Decree with Rank, Value, and Force of the Law of Marinas and Connected Activities, and as provided for in Article 17 of the Organic Law of Administrative Procedures.

    WHEREAS The International Maritime Organization (IMO), in the Report on the model course programme provided for in the “Guidelines for the development, review and validation of model courses” (MSC-MEPC.2/Circ.15/Rev.2), from the 10th session of the Sub-Committee on Human Element, Training and Watchkeeping dated November 3, 2023, in the “Overview of IMO Model Courses,” designates the new courses with their respective IMO codes and consequently the correction of the name of the courses.

    WHEREAS The Bolivarian Republic of Venezuela adopted into its domestic legal system the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995 (STCW 78/95), by means of the Approving Law published in the Official Gazette of the Republic of Venezuela No. 5,752 Extraordinary dated January 3, 2005.

    WHEREAS The National Institute of Aquatic Spaces, in the exercise of its role as Aquatic Authority and Administration, has the power to certify Merchant Marine personnel through the issuance of titles, licenses, endorsements, and certifications for Seafarers, in accordance with international conventions and national legislation governing the matter, and is the competent entity to recognize the education, qualification, and training of Seafarers.

    HEREBY DECIDES

    1. To inform the aquatic sector in general and Seafarers in particular, that as of the present date, the following is established:

    • a. The name of the course “1.13 Medical first aid – basic knowledge” is replaced by “1.13 Basic first aid”.
    • b. The name of the course “1.14 Medical first aid” is replaced by “1.14 First aid”.
    • c. The name of the course “1.15 Medical care” is replaced by “1.15 Medical care”.
    • d. The name of the course “3.08 Survey of navigational aids and equipment” is replaced by “3.08 Survey of aids to navigation and nautical equipment”.
    • e. The IMO code for the course “Passenger and cargo safety and hull integrity training” is assigned, becoming “1.46 Passenger and cargo safety and hull integrity training”.
    • f. The IMO code for the course “Engine-room resource management” is assigned, becoming “7.17 Engine-room resource management”.
    2. Nautical Education Centers are urged to access the IMO website and download the programs for the courses referred to in this Circular, in order to update the contents of their respective courses.
    3. The Aquatic Authority, through the General Management of the Marina and by means of the Seafarers Management, shall ensure strict compliance with the provisions of this Circular.
    4. Notification of the contents of this Circular shall be given through all dissemination mechanisms.
