In the exercise of the powers conferred by Article 78, numerals 1 and 10 of the Decree with the Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Articles 73, numerals 1 and 2, and 74, numerals 2, 3, 4, and 5 ejusdem, in conjunction with the provisions of Articles 250, 251, 252, 253, 270, 271, 272, 273, 282, numerals 1, 2, 3, and 4 of the Decree with the Rank, Value, and Force of the Law of Marinas and Related Activities, and Articles 1, 9, 14 literal b) of the Regulations of the National Sport Marine, and pursuant to the provisions of Articles 42 of the Decree with the Rank, Value, and Force of the Organic Law of Public Administration and 17 of the Organic Law of Administrative Procedures.

1. To inform the entire aquatic sector, especially the Sport and Recreational Marine personnel, that as of the present date, the National Institute of Aquatic Spaces (INEA) has opened the process for ONLINE TESTING TO APPLY FOR THE FIRST TIME FOR SPORT AND RECREATIONAL MARINE LICENSES OF YACHT CAPTAIN, AND FIRST, SECOND, OR THIRD-CLASS SPORT SKIPPER.
2. Applicants for Sport and Recreational Marine Licenses must comply with the guidelines established in the applicable regulations in order to apply for Sport and Recreational Marine Licenses for the first time.
3. Applicants for Sport and Recreational Marine Licenses must access the system through the link: http://sinea.inea.gob.ve/sinea and proceed to register in the National Aquatic Spaces Information System (SINEA) by locating the “REGISTRO” (REGISTRATION) tab in the window.
4. Subsequently, the applicant must submit their application for a Sport and Recreational Marine License through the National Aquatic Spaces Information System (SINEA) to apply for the SPORT MARINE LICENSES OF YACHT CAPTAIN, OR FIRST, SECOND, OR THIRD-CLASS SPORT SKIPPER, as applicable, and print the form generated by the System under the name “Solicitud y Comprobante de Recepción de Documentos de Gente de Mar” (Application and Receipt for Seafarer Documentation Delivery), a document that must be presented at the selected Port Captaincy on the day designated to take the tests.
5. The National Institute of Aquatic Spaces, through the Venezuelan Nautical Education Center (CENAVE), once the information of the registered applicants is received, will send an email to each of them, attaching the Instruction Manual containing the information required for taking the online tests.
6. Applicants must personally go to their selected Port Captaincy during the “flexibilization week” (under the flexible quarantine system), in accordance with the date or dates indicated to them via email. At the time of taking the tests, they will log into the platform through the following link: https://cenave.inea.gob.ve/ and click on the “PRUEBA EN LÍNEA” (ONLINE TEST) icon.
7. Applicants must select the link “LICENCIA DE LA MARINA DEPORTIVA Y RECREACIONAL” (SPORT AND RECREATIONAL MARINE LICENSE) and take the online examinations in accordance with the instruction manual received from the Venezuelan Nautical Education Center (CENAVE). The examinations will have a deadline for completion of up to three continuous days from the date indicated via email.
8. Once the test is completed, the system will automatically display the grade obtained by the applicant. The minimum passing grade for each examination is fourteen (14) points.
9. Applicants who, for any reason, are unable to complete their examinations must contact the Venezuelan Nautical Education Center (CENAVE) via email at cenave.academico@gmail.com, explaining the reasons and stating the date on which they will be available to finish the process. This option will incur no additional cost if done within a maximum period of 10 days after the expiration of the timeframe established by the Venezuelan Nautical Education Center (CENAVE)—dates previously communicated via email as described in numeral 5 of this Circular. Once this period has expired, the applicant must restart the process from the beginning.
10. In the event that the applicant is unable to take the test due to reasons attributable to the Institute, the exam will be rescheduled and notification will be sent via email.
11. The Aquatic Authority reserves the right to terminate the process if it is proven that any type of irregularity or fraud has occurred during the procedure on the part of the applicant, or if the intervention of any unauthorized third party is demonstrated.
12. The curricular units required to apply for the YACHT CAPTAIN Licenses are: Celestial Navigation, Electronic Navigation, Ship Stability, Propulsion and Auxiliary Machinery, Marine Environmental Awareness, Advanced Maritime English, Meteorology and Oceanography, and Ship Handling and Maneuvering.
13. The curricular units required to apply for the FIRST-CLASS SPORT SKIPPER Licenses are: Coastal Navigation and Dead Reckoning, Electrical Installations, Safety and Social Responsibility, Marine Engines, Maritime Health and First Aid, Intermediate Maritime English, Sport Marine Etiquette, Seamanship and Maneuvering, Maritime Communications, Cartography, Coast and Sailing Directions.
14. The curricular units required to apply for the SECOND CLASS SPORT SKIPPER license are: Coastal Navigation, Electrical Installations, Safety and Social Responsibility, Marine Engines, Maritime Health and First Aid, Basic Maritime English, Sport Marine Etiquette, Seamanship and Maneuvering.
15. The curricular units required to apply for the THIRD CLASS SPORT SKIPPER license are: Fundamentals of Navigation, Fundamentals of Marine Engines, and Safety and Social Responsibility.
16. The Aquatic Authority, through the General Management of Marine Affairs, the General Management of Operations, and the Venezuelan Nautical Education Center (CENAVE), shall ensure strict compliance with this Circular.
