CIRCULAR No 006
WHEREAS
On August 22, 2017, the National Institute of Aquatic Spaces, through Administrative Ruling No. 056, issued the regulations concerning the basic mandatory safety equipment for national-flagged vessels not regulated by the International Convention for the Safety of Life at Sea, SOLAS 1974 and its 1978 Protocol, as amended.
WHEREAS
Administrative Ruling No. 056, in its Article 3, numeral 8, establishes that vessels and drilling units regulated therein must be equipped with an automatic identification system (AIS), duly configured, which automatically provides coastal stations and other vessels and aircraft equipped with suitable apparatus information including, among others, the ship’s identification, type, position, course, speed, and navigational status, as well as other correction data to rectify the deviations indicated ut supra, for the establishment of regulatory provisions aimed at safeguarding human life and protecting the environment, in accordance with the law,
DECIDES
The deadline for the implementation of the requirements established in article 3, numeral 8 of Administrative Ruling No. 056, dated August 22, 2017, regarding the implementation of the Automatic Identification System (AIS), is extended until December 31, 2019.
Circular Letter No. 024 dated December 7, 2018, which established the extension of the deadline until March 31, 2019, is hereby superseded.
The National Institute of Aquatic Spaces will amend Administrative Ruling No. 056 to specify its scope and content of application, in order to regulate all matters concerning the standards for basic mandatory safety equipment for national-flagged vessels under 150 GT, to safeguard the safety of navigation and human life at sea.
