    Circular No. 020-A (Scope) year 2018, Electronic Certificates

    CIRCULAR No 020-A

    The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 78, numerals 1 and 10 of the Decree with Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, numerals 1 and 2, and Article 74, numerals 3 and 5 ejusdem, in conjunction with Article 250 of Decree No. 1,445 with Rank, Value, and Force of the Law of Marinas and Connected Activities, and as provided in Article 17 of the Organic Law of Administrative Procedures.

    Whereas Circular No. 020 dated November 15, 2018, establishes electronic certification for the granting of titles and certificates issued by the Aquatic Administration and electronically signed by the President of the National Institute of Aquatic Spaces, which applies both to the headquarters and to the Port Captaincies of the National Institute of Aquatic Spaces, as indicated in Annex (B), which forms part of this Circular.

    This Circular establishes the mechanism for implementing Circular No. 020 dated November 15, 2018.

    HEREBY DECIDES
    1. All requests shall be uploaded into the Aquatic Spaces Information System (SINEA); therefore, NO user shall submit original documentation, unless, due to exceptional reasons involving information discrepancies, it must be formally requested for document verification purposes. In this case, the Institute, through the General Management of the Navy, will indicate the location where said documentation must be presented.
    2. Payments for document issuance must show the reference number of the banking institution. The amount to be paid will be indicated in a table published in SINEA, which will be modified on Mondays at 12:00 noon to adapt it to the official exchange rate of the DICOM rate. For this reason, the payment made must correspond to the date of the request, since if by the time the documentation is received in SINEA the established amount has changed, the request will be processed under a “non-compliant” status, and the user must make the payment based on the current applicable amount.
    3. In the case of the Certification of Artisanal Skippers, the procedure shall be as follows:
      1. During the Social Conferences carried out by the Port Captaincies, the official in charge must scan the Identity Cards of the users.
      2. The Port Captain must prepare a minute acknowledging the applicant’s competence to hold said title.
      3. The Port Captaincy will open a file in SINEA with the user’s data and will upload the aforementioned documents. Likewise, they will enter the official email address of the Port Captain in the “email” field.
      4. The designated analyst from headquarters will verify the attached documents in SINEA, approve their content, and proceed to prepare the respective Administrative Ruling.
      5. The Coordinator designated by the General Management of the Navy validates the issuance of the document and forwards it to the inbox of the Seafarers Manager.
      6. The Seafarers Manager generates the document in PDF format and sends it to the inbox of the President of the National Institute of Aquatic Spaces for electronic signature.
      7. The President of the National Institute of Aquatic Spaces electronically signs the processed Titles and Certificates.
      8. The inbox of the Seafarers Manager will reflect the status “Signed by the President of the National Institute of Aquatic Spaces,” and the manager will issue an email to the respective account of the Port Captain containing the user’s Credentials.
      9. The Port Captain will print the credential, laminate it, and deliver it to the user.
    4. In the case of renewals for recreational boating licenses, the mechanism will be carried out through the General Management of the Navy; therefore, the Port Captaincies must send the logbooks of all licenses issued to date in PDF format so that the analysts designated by the aforementioned General Management can verify the information to issue the respective renewal.

    The Aquatic Authority, through the General Management of the Navy by means of the Seafarers Management and the Information Technology Office, shall ensure strict compliance with this Circular.

    Notify the content of this Circular through all dissemination mechanisms.
