    Circular No. 021, dated September 30, 2020. Substitution of the name of the course “1.22 Bridge Teamwork and Maneuver Simulator” with “1.22 Bridge Resource Management.”

    CIRCULAR No 021

    The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred by Article 77, numerals 1, 10, and 14 of the Decree with the Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, numerals 1 and 2, and Article 74, numerals 2, 3, and 5 ejusdem, pursuant to the provisions of Article 250 of Decree No. 1,445 with the Rank, Value, and Force of the Law of Marinas and Related Activities, and according to the provisions of Article 42 of the Decree with the Rank, Value, and Force of the Organic Law of Public Administration and Article 17 of the Organic Law of Administrative Procedures.

    CONSIDERING

    That the International Maritime Organization (IMO), in the “Report to the Maritime Safety Committee (HTW 5/16)” of the 5th session of the Sub-Committee on Human Element, Training and Watchkeeping, dated August 30, 2018, regarding the “Model courses scheduled for validation at HTW 6 and HTW 7,” numeral 3.52, states:

    1. According to the 2010 Manila Amendments, the knowledge, understanding, and proficiency regarding “effective bridge teamwork procedures” in Table A-II/1 had been replaced by “bridge and engine-room resource management” in Tables A-II/1 and A-III/1, respectively; and
    2. Training in bridge and engine-room resource management involved the use of simulators, which in turn differed based on the equipment and environment addressed.

    And in numeral 3.53, it states that the Sub-Committee:

    1. Endorsed the revision of model course 1.22, which has been renamed “Bridge Resource Management,” in accordance with the current provisions of the Training Code, to be carried out within the corresponding timeframes set forth in paragraph 15 of document HTW 5/3:
    2. Agreed on the preparation of a draft for a new model course on engine-room resource management, to be carried out within the corresponding timeframes set forth in paragraph 15 of document HTW 5/3,
    3. Tasked a drafting group with developing the corresponding terms of reference (see paragraph 3.65.3), in accordance with the template set out in Annex 3 of document HTW 4/3, with a view to its validation at HTW 7.

    CONSIDERING

    That the International Maritime Organization (IMO), in the “Report to the Maritime Safety Committee (HTW 7/3)” of the 7th session of the Sub-Committee on Human Element, Training and Watchkeeping, dated February 28, 2020, regarding the “Arrangements for the validation of model courses at the current session,” numeral 3, states: HTW 5 approved the terms of reference for the course authors and review groups, identified the authors, and established the review groups as indicated in Annexes 4, 5, and 1 of document HTW 5/16 respectively, in relation to the following model courses with a view to their validation at the current session:

    CONSIDERING

    That the International Maritime Organization (IMO), in the “Report of the Review Group on the draft new revised model course 1.22 Bridge Resource Management (HTW 7/3/3)” of the 7th session of the Sub-Committee on Human Element, Training and Watchkeeping, dated February 28, 2020, and in the “Draft revised model course 1.22 Bridge Resource Management (HTW 7/3/3/Add. 1)” of the 7th session of the Sub-Committee on Human Element, Training and Watchkeeping, dated February 28, 2020, validated the evaluation questionnaire and course manual for IMO model course “1.22 Bridge Resource Management.”

    CONSIDERING

    That Venezuela is a party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW 78), according to the Approving Law published in the Official Gazette of the Republic of Venezuela No. 3.878 dated July 30, 1986,

    CONSIDERING

    That the National Institute of Aquatic Spaces (INEA), in the exercise of the Aquatic Authority and Administration, has the power to certify Merchant Marine personnel through the issuance of titles, licenses, endorsements, and certifications for Seafarers, in accordance with International Conventions and national legislation governing the matter, and is the competent body to recognize the education, qualification, and training of Seafarers.

    This Office,

    DECIDES

    Informs the aquatic sector in general and Seafarers in particular, that as of this date, the following is established:

    1. The name of the course “1.22 Ship Simulator and Bridge Teamwork” is replaced by “1.22 Bridge Resource Management.”
    2. Nautical Educational Institutions and IMO Certified Instructors duly registered with the National Institute of Aquatic Spaces (INEA) and holding a valid permit are authorized to deliver the IMO Model Course “1.22 Bridge Resource Management,” replacing the IMO Model Course “1.22 Ship Simulator and Bridge Teamwork,” until the expiration date of their granted authorization, without requiring a new application.
    3. Seafarers holding a valid certificate for IMO Model Course “1.22 Ship Simulator and Bridge Teamwork” must go to the Nautical Educational Institutions where it was obtained and present the original document to have it homologated to IMO Model Course “1.22 Bridge Resource Management.” This activity shall be free of charge, except for costs generated by the printing of the new document.

    The Aquatic Authority, through the General Management of the Merchant Marine and the Seafarers Management Department, shall ensure strict compliance with the provisions of this Circular.

    Notify the content of this Circular through all dissemination mechanisms.
