- Monthly: Complete hematology, urea nitrogen or urea pre- and post-hemodialysis for determination of urea kinetics, creatinine, electrolytes, calcium, phosphorus, alkaline phosphatase, glycemia, bilirubin, TGP and TGO.
- Quarterly: Complete hematology, urea nitrogen or urea, creatinine, electrolytes, calcium, phosphorus, alkaline phosphatase, glycemia, bilirubin, TGP, TGO, total proteins, albumin, transferrin and/or ferritin saturation percentage, cholesterol, triglycerides, surface antigen for hepatitis B IgG anti-core (total anti-core) for hepatitis B, IgG anti hepatitis C, HIV.
- Semiannual: Complete hematology, urea nitrogen or urea, creatinine, electrolytes, calcium, phosphorus, alkaline phosphatase, glycemia, bilirubin, TGP, TGO, total proteins, albumin, transferrin and/or ferritin saturation percentage, cholesterol, triglycerides, surface antigen for hepatitis B IgG anti-core (total anti-core) for hepatitis B, IgG anti hepatitis C, HIV, intact parathyroid hormone.
- Determination of anti-surface antigen antibodies four to six weeks after the last vaccination dose.
Subsequent monitoring should be carried out in accordance with the provisions of the Guidelines for the Control of Blood Acquired Infectious Diseases in Hemodialysis Units.
6. In justified cases, the treating physician may request the performance or repetition of any of the tests described above.
- a) Operating permit granted by the competent authority.
- b) Proof of registration in the National Registry issued by the Directorate of Regulation of Health Materials, Equipment, Establishments and Professions of the Ministry of Health and Social Development.
- c) Comply with the requirements of the Venezuelan Registry of Dialysis and Transplants and submit to the Renal Disease Program of the Ministry of Health and Social Development, the respective forms with the periodicity indicated therein.
ARTICLE 30. Anything not contemplated in this Resolution shall be governed by the provisions of the sanitary regulations applicable to this type of facilities.
ARTICLE 31: It is the responsibility of the General Directorate of Environmental Health and Sanitary Comptrollership of the Ministry of Health and Social Development to ensure compliance with these regulations through the State Directorates of Environmental Health and Sanitary Comptrollership.
ARTICLE 32: Violations of this Resolution shall be sanctioned in accordance with the provisions of the Organic Health Law, without prejudice to any civil, criminal or administrative actions that may be applicable.
ARTICLE 33: As of the publication of this Resolution in the Official Gazette of the Bolivarian Republic of Venezuela, those Hemodialysis Units that do not comply with these regulations, have a period of ninety (90) working days to comply with its provisions.
ARTICLE 34: Those norms contained in any Resolution that collide with those established herein are hereby repealed.

The President of the National Institute of Aquatic Spaces, in accordance with the provisions of articles 84 numeral 1, 85 numeral 12 of the Organic Law of Aquatic and Insular Spaces, 17 of the Organic Law of Administrative Procedures and 23 and 24, numeral 4, 11 and 14 of the General Law of Ports.
CONSIDERING
That port administrations should have special environmental and contingency action plans to take preventive and immediate actions in the fight against fires, hydrocarbon spills and industrial safety…
CONSIDERING
That the Aquatic Administration should strive to give coherence to the National Port System, with the purpose of integrating it harmoniously to the economic and social development of the country….
CONSIDERING
The international obligations assumed by the Bolivarian Republic of Venezuela by subscribing to the international agreements that regulate this matter.
Dictate the following:
ADMINISTRATIVE RULING
Article 1. The purpose of this Administrative Ruling is to establish the procedure for the presentation, by the Port Administrators, of the projects of the Integral Security System of Operation, for their approval by the Integral Security Management of the National Institute of Aquatic and Insular Spaces…
Article 2. Any Port Administrator that starts its operations after the entry into force of this Administrative Ruling, must submit the respective Integral Security System project in order to obtain the concession, qualification or authorization, as the case may be.
Article 3. For the purpose of its approval, the interested parties must submit a written request addressed to the President of the National Institute of Aquatic and Insular Spaces, accompanied by a copy in electronic format of the respective draft of the Integral Security System. Said System shall indicate:
- The responsibilities of port managers and the person in charge of its execution and implementation;
- The general requirements of the system, its planning, monitoring and documentation, as well as the specific requirements of the system;
- The Port Environmental Action Plan or Environmental Supervision Plan;
- The plans developed within the framework of the MARPOL 73/78 Conventions and the relevant Resolutions of the International Maritime Organization;
- Plans for the control of major emergencies;
- Coordination with the National Contingency Plan against Massive Hydrocarbon Spills;
- Fire prevention and suppression plans and programs; and
- The plan for the security of port facilities.
Article 4. Within five (05) working days of receipt of the application, the Administration will inform the applicant in writing of any deficiencies or omissions….
Article 5. The Port Administrators that are currently operating ports… shall present… within 180 days after the publication… their respective projects of Integral Security System.
Article 6. The projects… shall comply with the general guidelines contemplated in the Integral Safety Management System for Port Operations, prepared by this Institute….
Article 7. Port Administrators who fail to comply… shall be sanctioned in accordance with the legal system in force.
