TEMPORARY FIRST CLASS MOTORCYCLIST LICENSE (ORIGINAL)
- Identity Card.
- Passport (Optional).
- Photograph with good resolution and sharpness, red background, uniform N° 2 (caponas with 1 gallon of 5 millimeters, visible both shoulders and face, no more than six months old, no facial expressions, no beard figures in the case of men and no necklines in the case of women, no photomontages). It must be attached in the section MARINE’S EXPEDIENT.
- Credential (both sides) or Second Class Motorist Certificate. It must be attached in the SEALER’S EXPEDIENT section, in the TITLES tab.
- Shipowner’s letter requesting the Temporary Permit.
- The IMO Courses (required and additional, both sides, including registration and folio numbers). The validity of the requested document depends on the date of these courses. They must be attached in the SEAFARER FILE section, under the COURSES tab.
- Certificate of Time Sailed (36 months sailed with the title of Second Class Motorist).
- Seafarer Book (all used pages).
Maritime Medical Certificate (physical and mental fitness with vision and hearing specification), in the Maritime Medicine format found on the INEA website (must be performed by a Physician authorized by the INEA or an Internist Physician from the Public Network). Applicants over 40 years of age must present a cardiovascular evaluation report and an electrocardiogram (must be performed by a Cardiologist, Internist, Intensivist, or Emergency Physician).- Payment for document issuance fee, to the Banesco Bank Current Account, under the name of INEA, 0134-1099-2200-0100-0780, RIF G-20002141-1, in accordance with the amounts indicated in the SEAFARER PROCEDURES PAYMENT TABLE pursuant to Article 59, Item 7 (located next to APPLICATION TYPE). This Table will be updated at the DICOM rate every Monday at noon. “The date of the payment made must correspond with the date of the application and remains valid for three months once it has been processed”.
- The INEA payment settlement form will be uploaded to each user’s “SEAFARER FILE,” under the “REMARKS” tab, by the Seafarer Management personnel once the payment has been confirmed.

Notes: Applications submitted to INEA shall be processed without the need to present folders or compact discs (CDs). All documents must be valid, legible, digitized in PDF format, and attached in the SINEA system. It will be issued for a period not exceeding six (6) months and shall be non-extendable.
