The General Management of the Merchant Marine shall be responsible for ensuring compliance with the provisions of this Circular.

1.Historical Review of the marina including technical and economic feasibility studies.
economic analysis, cargo projections, location plans, general plans of the port facilities, among others. (In case it is already built, a historical review must be presented).
2. Copy of the Articles of Incorporation and Bylaws, duly updated.
3. Copy of the Industry and Commerce License (current).
4. Present and maintain an updated bank guarantee or insurance company bond to answer for obligations to the National Institute of Aquatic and Insular Spaces.
5. Copy of the Tax Information Registry (RIF) (current).
6. National, state, and municipal tax clearances (current).
7. Any permits or authorizations required by national legislation pertinent to the request, such as Resource Allocation and RASDA issued by the Ministry of Environment and Natural Resources, zoning compliance from the Mayor’s Office, and Fire Department Permit.
8. Simple copy of the property deed or lease agreement for the premises occupied, or any document endorsing another form of occupation provided for by law.
9. Inventory of movable and immovable property assigned to the service.
10. Certification of any liens or encumbrances that may weigh upon said assets and facilities.
11. Document accrediting the representation of natural or legal persons requesting construction, operation, administration, and maintenance. (In the event that the applicant requires authorization from the company’s Board of Directors to carry out this procedure, the same must be notarized).
12. Proof of updated registration in the National Registry of Contractors, where applicable.
13. Balance sheet demonstrating economic capacity, duly signed by a certified public accountant.
14. Any others established by law.
