Circular No. 013 of 2019, Substitution of IMO Model Courses 1.28 and 1.29.

The President of the National Institute of Aquatic Spaces, in the exercise of the powers conferred upon him by Article 78, numerals 1 and 10 of the Decree with the Rank, Value, and Force of the Organic Law of Aquatic Spaces, in accordance with the provisions of Article 73, numerals 1 and 2, and Article 74, numerals 3 and 5 ejusdem, in conjunction with Article 250 of Decree No. 1,445 with the Rank, Value, and Force of the Law on Marinas and Connected Activities, and as provided for in Article 17 of the Organic Law of Administrative Procedures.
WHEREAS The International Maritime Organization (IMO), in the “Report on the model course programme submitted under the Revised Guidelines for the development, review and validation of model courses (MSC-MEPC.2/Circ.15),” from the 5th session of the Sub-Committee on Human Element, Training and Watchkeeping dated April 12, 2018, under “Arrangements for validation of model courses at this session,” numeral 5, states:
“Regarding model courses 1.28 on ‘Crowd management, passenger safety and safety training for personnel providing direct services to passengers on board passenger ships’, and 1.29 on ‘Proficiency in crisis management and human behaviour, including passenger safety, cargo safety and hull integrity’, HTW 4 agreed to revise them with a view to developing two distinct new model courses for each of these topics to reflect the amendments to the STCW Convention and Code relating to passenger ships adopted at MSC 97 (HTW 4/16, paragraphs 3.8.1.3 and 3.8.1.4; and MSC 97/22/Add.1, annexes 8 and 9)”.
WHEREAS The International Maritime Organization (IMO), in the “Report on the model course programme submitted under the Revised Guidelines for the development, review and validation of model courses (MSC-MEPC.2/Circ.15/Rev.1),” from the 6th session of the Sub-Committee on Human Element, Training and Watchkeeping dated January 25, 2019, in the annex “OVERVIEW OF IMO MODEL COURSES,” notes: the courses already split and with their respective IMO codes.
WHEREAS The Bolivarian Republic of Venezuela is a party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 1995 (STCW 78/95), pursuant to the Extraordinary Official Gazette of the Republic of Venezuela No. 5,752 dated January 03, 2005.
WHEREAS The National Institute of Aquatic Spaces, in the exercise of the Aquatic Authority and Administration, has the power to certify Merchant Marine personnel through the issuance of titles, licenses, endorsements, and certifications for Seafarers, in accordance with international conventions and national legislation governing the matter, and is the competent body to recognize the education, training, and instruction of Seafarers.
By means of this circular, the entire Aquatic Sector, especially Seafarers, is informed that as of this date, the following is established:
- Nautical Educational Institutions and IMO Instructors registered with INEA who hold a current authorization to conduct IMO Model Courses “1.28 Crowd management, passenger safety and safety training for personnel providing direct services to passengers on board passenger ships” and “1.29 Proficiency in crisis management and human behaviour, including passenger safety, cargo safety and hull integrity” are hereby authorized to conduct, in substitution of the aforementioned, the following courses until the expiration date of their respective Authorization, without the need to submit any application or make any additional payment:
- 1.41 Passenger ship crowd management training
- 1.42 Passenger ship crisis management and human behaviour training
- 1.44 Safety training for personnel providing direct service to passengers in passenger spaces
- Passenger ship safety, cargo safety and hull integrity training
- Seafarers who hold valid certificates for IMO Model Courses “1.28 Crowd management, passenger safety and safety training for personnel providing direct services to passengers on board passenger ships” and “1.29 Proficiency in crisis management and human behaviour, including passenger safety, cargo safety and hull integrity” shall contact the Nautical Educational Institutions where they obtained them and present the original document so that they may be homologated for the corresponding IMO model courses (1.41, 1.42, 1.44, and the passenger safety course). This activity shall be free of charge.
The Maritime Authority, through the Institute’s General Management of Marinas and the Seafarers’ Management Office, shall ensure compliance with this circular.
Notify the content of this Circular through all dissemination mechanisms.
