WHEREAS
The National Institute of Aquatic Spaces in the exercise of the Aquatic Authority and Administration, has the power to certify the merchant marine personnel, through the issuance of titles, licenses, endorsements and certifications of Seafarers, in accordance with international conventions and national legislation governing the matter, and is the competent entity to recognize the education, training and training of Seafarers,
WHEREAS
Venezuela is a party to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers of 1978 (STCW 78), according to Official Gazette of the Republic of Venezuela No. 3,878 of July 30, 1986,
WHEREAS
The International Maritime Organization (IMO), validated the 2024 amendments to the Seafarers’ Training, Certification and Watchkeeping Code (Training Code), regarding the prevention of and response to sexual harassment and assault on board ships, with a view to them entering into force on January 1, 2026.
DECIDES:
- To inform the entire aquatic sector in general and Seafarers in particular, the guidelines for the incorporation of content related to the prevention of and response to violence and harassment, including bullying, harassment and sexual assault in the IMO model course 1.21 “Personnel Safety and Social Responsibilities”.
- As of January 01, 2026 the certificate of IMO model 1.21 “Personnel safety and social responsibilities”, must reflect in its content the following:
2.1 “Contribute to the prevention of and response to violence and harassment, including bullying, harassment and sexual assault”.
- Nautical Education institutions are urged to incorporate in the IMO Model 1.21 “Personnel Safety and Social Responsibilities” certificate, the provisions of the above paragraph in the respective IMO Model course.
- The Aquatic Authority, through the General Management of the Marina and via the Seafarers Management, shall ensure strict compliance with the contents of this Circular.
Notify the content of this Circular through all dissemination mechanisms.
