Circular No. 017, dated November 15, 2019 – Authorization of the “Cumanagotos” Free Zone for the execution of Ship-to-Ship (STS) hydrocarbon transfer operations by PDV Marina.

CIRCULAR No 17

In the exercise of the powers conferred upon me by Article 78, numeral 1 of the Decree with the Rank, Value, and Force of the Organic Law of Aquatic Spaces, in conjunction with Article 73, numerals 1, 2, and 4 ejusdem, as provided for in Article 36 of the Decree with the Rank, Value, and Force of the Law of Marinas and Connected Activities, and in accordance with the provisions of Administrative Ruling No. 201 dated May 24, 2018, and Article 17 of the Organic Law of Administrative Procedures, notice is hereby given to all interested parties through this Circular of the following:

The “Cumanagotos” Free Zone is authorized for PDV MARINA—a subsidiary of Petróleos de Venezuela, S.A. (PDVSA)—to execute maneuvers for the development of Ship-to-Ship (STS) hydrocarbon transfer operations involving the tank vessels “Río Apure,” “Río Caroní,” and “Río Orinoco,” subject to compliance with the safety standards established by law.
The authorization referred to in this Circular shall be applicable until December 14, 2019.
The coordinates of the vertices of the polygon defining the “Cumanagotos” Free Zone of Aquatic Spaces referred to in this Circular are the following:
1. Point “A”: Lat= 10° 19,0´ N – Long= 064° 50,0´W
2. Point “B”: Lat= 10° 19,0´ N – Long= 064° 47,0´W
3. Point “C”: Lat= 10° 16,0´ N – Long= 064° 50,0´W
4. Point “D”: Lat= 10° 16,0´ N – Long= 064° 47,0´W
The General Management of Operations, through the Port Captaincy of Puerto La Cruz, shall be responsible for the control of said operations.
