    Functions of the Seafarers’ Management Department
    No Job Function Description
    1 Establish and propose policies and guidelines for the preparation of the National Aquatic Development Plan, regarding seafarers.
    2 Formulate the plans and programs to be executed by the Institute regarding nautical education, seafarer certification, and related activities, as well as ensure their compliance.
    3 Coordinate with the Ministry of Education, Culture, and Sports to update the curricula and study programs provided to merchant marine personnel, across the different modalities and levels of nautical education.
    4 Promote the planning and participation in scientific and cultural events, as well as the exchange with institutions that promote nautical education and related activities, both at a national and international level.
    5 Coordinate with national and international organizations to establish cooperation and exchange agreements regarding seafarers, and present them to the General Management of Marine Affairs for approval.
    6 Supervise and control compliance with agreements and commitments derived from conventions signed by the Institute with national and international organizations, regarding nautical education, maritime medicine, and seafarer certification.
    7 Evaluate the process of creation and operation of nautical training educational institutions, in accordance with current legal regulations.
    8 Supervise the update and consistency of the educational plans taught in nautical education institutes.
    9 Coordinate and approve plans and programs aimed at the prevention, evaluation, and recovery of seafarers’ health, as well as social security programs, and ensure their compliance in order to guarantee integral health in accordance with existing national and international legislation on the matter.
    10 Analyze the reports and recommendations presented regarding the execution of plans and programs related to seafarers and perform any reformulations and adjustments deemed appropriate.
    11 Prepare the Preliminary Institutional Annual Operating Plan (POAI) and the Management’s Expenditure Budget in coordination with the Planning, Budget, and Organization Office.
    12 Develop and maintain updated registration and information management systems that enable the Unit to provide effective and efficient service.
    13 Coordinate the activities related to nominations for awards on the occasion of the commemorative events of the National Merchant Marine.
    14 Ensure compliance with the disciplinary regime for merchant marine personnel.
    15 Any other attributions conferred by current laws, regulations, and resolutions.
