On 5 November 1992, during the sixth meeting of the Operational Network for Regional Cooperation among Maritime Authorities of South America, Cuba, Mexico, and Panama (ROCRAM), the Latin American Agreement on Port State Control was approved via Resolution No. 5. This agreement was initially signed by Argentina, Brazil, Colombia, Chile, Ecuador, Mexico, Panama, Peru, Uruguay, and Venezuela, marking a significant international milestone as the first emerging region to establish this type of operational framework agreement.

New member States were progressively incorporated, including Cuba (1995), Bolivia (2000), Honduras (2001), Guatemala (2012), and the Dominican Republic (2012), currently totaling fifteen Maritime Authorities.

The spirit and primary objective consist of the commitment undertaken by the regional Maritime Authorities to maintain an effective inspection system in order to ensure, without discrimination as to flag, that foreign ships visiting their ports comply with the standards established in International Conventions.
